Basement Underpinning in Ontario: Complete Homeowner’s Guide

What Is Underpinning and When Is It Needed?

Underpinning is the process of deepening or strengthening an existing foundation’s footings. In Ontario, it’s required in three main scenarios:

1. Lowering the basement floor: The most common reason in Ontario. Many homes built before 1990 have basement ceiling heights of 6–7 feet—too low for comfortable living space. Underpinning allows the basement to be deepened to achieve the 8–9 foot ceiling heights that meet modern expectations and building code requirements for habitable space.

2. Addressing foundation settlement: When a foundation has settled due to inadequate bearing capacity, poor original construction, or changes in soil conditions, underpinning transfers the building’s load to deeper, more stable soil or bedrock.

3. Frost protection compliance: Older homes with footings above the frost line can be underpinned to meet current Ontario Building Code frost depth requirements, preventing frost heave damage. This is particularly relevant for homes built before the 1975 OBC, which had less stringent frost protection requirements.

In all cases, underpinning is a major structural intervention that requires engineering design, building permits, and experienced contractors.

Underpinning Methods Used in Ontario

Traditional Mass Concrete Underpinning (Benching): The oldest and most proven method. Sections of soil beneath existing footings are excavated in a controlled sequence and filled with concrete, effectively extending the footing downward. This method is labour-intensive but reliable, and it’s the standard for basement lowering projects. • Best for: Basement lowering, homes on clay or mixed soil • Typical cost: $150–$250 per linear foot of wall • Timeline: 3–6 weeks for full basement

Push Pier Underpinning: Steel piers are hydraulically driven through existing footings to bedrock or stable soil. The building’s weight is then transferred to the piers. This method doesn’t lower the basement but stabilizes and can lift a settling foundation. • Best for: Settlement correction, lighter residential structures • Typical cost: $1,200–$2,500 per pier • Timeline: 1–3 days

Helical Pier Underpinning: Similar to push piers but screwed into the ground rather than driven. Helical piers can be installed in tighter spaces and work well in soils where push piers might not achieve adequate load-bearing capacity. • Best for: Lighter structures, difficult access, variable soils • Typical cost: $1,500–$3,000 per pier • Timeline: 1–3 days

The Permit and Engineering Process

Underpinning always requires a building permit in Ontario. The process typically involves:

1. Structural Engineering: A licensed Professional Engineer (P.Eng.) must design the underpinning system. This includes soil analysis, load calculations, and detailed construction drawings. Cost: $1,500–$5,000 depending on complexity.

2. Building Permit Application: Submit engineered drawings to your municipality’s building department. Processing time varies: 2–4 weeks in most GTA municipalities, potentially longer in smaller jurisdictions. Permit fees typically range from $300–$1,500.

3. Construction Phase: Work must follow the engineering specifications precisely. The municipality will require inspections at key stages—typically after excavation, after forming/reinforcement, and after concrete placement.

4. Final Inspection: Once work is complete, the building inspector verifies all work meets the approved plans and OBC requirements. Only after passing final inspection should you proceed with finishing the space.
